it's a gameplay feature. In-universe, the constuctor uses itself as the foundation of the Starbase, building around itself. As for why the constructor can't just build Starbases wherever it wants, you'd have to ask the designers, but i suspect it'd be to avoid players spamming bases all over the place.

Hmm... looks kinda' plain.
But then again i guess its not a ship that will see a whole lot of combat.
Do the constructers disappear or die after, building a starbase. In Galactic Civilizations the starbase constructers disappeared after building a starbase.
Just curious
